Just try again later, use different browser, differnet device or OS, clear your browser's cookies cache, change IP-address (by using different internet provider of Wi-Fi network). Take some alternative actions like these.

Have you opened a U.S account by mistake?

When you click to register the U.S is the default country as Paypal is a U.S company.

So you have to scroll down to select your country from the drop down list.

OR do you mean you have a U.S and a Canadian paypal account and can't log in to the latter?
