Hi I have 2 paypal accounts under different names but same addresses, One of them is under limitation issue and asked me to provide a valid id, is it okay to provide the same id I've provided in my other account? Thanks in advance.

You would need to provide i.d that matched the name on the paypal account that paypal have requested the i.d. for.
You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited.
You need to have your legal name on any paypal account.
Advice is voluntary.
