180 days is over, what to do?

Hello. I tried to open a case, or a dispute on this site. due to the fact that the seller from ebay promised me to return 80 percent of the cost of the goods, and did not return it. The item came of poor quality, and of a smaller size. I didn’t know that things are from China. But Paypol immediately closed the dispute automatically, wrote that 180 days had passed. I bought it on March 21, and I thought that I could wait a little longer, maybe the seller is not lying. In general, it took about 2 or 3 days more, probably than 180 days. And I could not even insert photos of trousers into the case. Could you tell me what to do now? How to get the money promised by the seller? Where to write to paypol? Many thanks.
