Do not buy from Weisailing Network Technology Co.Ltd. I bought a set of Bone conduction headphones. After 1 week they started to drop in & out, then the left side stopped working. Sent an email to them. They asked for a video of the problem. Sent them that. They offered $16 as compensation. I paid over $60. They will not replace them under warranty & said I could keep them. I don't know why as they don't work. Avoid them like the plague.

Paypal protect their ''customers'' and their ''customers'' are the people that use Paypal and they are buyers + sellers.
They can't give 100% protection to both parties so they give some buyer and some seller protection and then its up to all of us to risk assess are own transactions avoiding China websites or Social Media ads.
A google search before you purchase items will soon show up scam companies so you can avoid them.
Did you open a dispute and if so which one?
Did you escalate to a claim?
What happened?
Did the seller provide fake tracking?
Were you told to return the item?

I did escalate and ask for my money back. They backed the seller. The shoes are useless and horribly hard and uncomfortable. I wish I had seen all of the complaints against Weisailing before purchasing them but I don’t know why PayPal would back them with all of the fraud complaints against them. I will be very careful before ordering anything through PayPal again.

ALWAYS worth appealing and citing you bought from a scam China company...ringing is best.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I also had an issue with Weisailing Network Technology Co., Ltd. I ordered some slip on tennis shoes. Shoes were way too small and I could not put them on. Also, the quality of these shoes was very inferior. They offered me $20.00 and said I can keep the shoes. I rejected this offer as what can I do with a pair of shoes that are too small? PayPal would not do anything to help resolve and closed my case indicating that I had not provided a reason for wanting a refund. I supplied them pictures and advised that they did not fit, yet they indicated that this was not a good reason.
DO NOT BUY ANYTHING FROM WEISAILING NETWORK TECHNOLOGY! Also, do not use PayPal to purchase anything as they do not support the purchaser!

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute
Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.
If you lose because the seller provides a fake tracking number then post back here for more advice.
If the item arrives and its not what you ordered / not as described then make sure you change the dispute quickly from non receipt. If the dispute times out before you can change it then contact customer services to open a second dispute for the new reason.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.

The advice about filing a Dispute does NOT help in this case, as shipping from nearly every country to China vastly exceeds the price of the item, you would effectively lose money if you followed the dispute dialogue.
The item I bought is not just "significantly different" it's completely and utterly different, with not a single one of the promised features and was in fact just a piece of plastic with no purpose. Shipping would run me 50€. There is no option to fight that claim and no possible way in the Resolution Center to argue against shipping, so this fraudulent company gets away with stealing my money.
I will now think very, very carefully about using paypal for any transaction, since apparently they can just offer a non-resolution and the scammer gets the money. If i had used a credit card or bank account I could get my money back.

The advice on opening dispute has worked for many so I will continue posting it, the fact it did not work for you is irrelevant as its not posted just for you.
Paypal doesn't choose who you buy from, you do, paypal can't vet every single merchant in over 200 countries worldwide, that is why they give you buyer protection.
However that protection is not a 100% guarantee cover of everything so its up to you to risk assess your own transactions.
Avoiding Chinese tat on Social Media websites is a good start.
To recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.
