Website purchases and no password requested and no MFA

Hi Guys
I am finding that I am not being prompted for my Paypal password when making website transactions.
I have MFA enabled and that only works when I log into the Paypal website.
I have just made a transaction on Ebay for example and it did not prompt for a paypal password at all. No MFA either.
I have never stored my Paypal password in any browser and not given any merchant permission to save my payment details.
How do I make paypal use MFA for EVERY transaction?
I have three merchants setup for pre-approved payments - but understand that this is for pre agreed amounts and not for general transactional use.
I have called Paypal and their operator could not help at all....
HELP!!!
