Someone opened an account with one of my emails and I can't separate the two

Good morning fine people; Some time ago, unknown parties decided to use my mail to subscribe to various services: from the University of the Bahamas (!) To a Paypal account. To this day, there's some account linked to my secondary mail (not the one linked to this account!) which I cannot access, nor delete, and definitely can't separate from my email. I'm tired of receiving this dude's PayPal reminders, but most importantly I don't want my mail linked to an account that could possibly be doing illegal stuff. My mail is secure, there hasn't been access and I changed my password, but I can't access the strange account to delete it because it has 2fa. Any answer please?

I am sorry to hear you are receiving unsolicited emails, I appreciate this must be very concerning.
