No option to file a dispute in Resolution Center

I paid for an item on Jul 3 (Goods and Services, not Friends and Family). The item never arrived and I want to open a dispute with PayPal. However, when I click on “Report a Problem” in the transaction details, the only options are to report Transaction Errors or Unauthorized Activity. In my case, it’s neither. How do I open a dispute?

I was able to open the dispute through chat via the Contact Us page. Looks like PayPal may need to update their documentation.

Did you pay a paypal.me link only those options are given for friends/family payments.

I received an invoice and paid it through the PayPal app.
