My friends phone has been stolen and now the theif can acess Paypal. Anyway to block account?

My friends phone has been stolen but the thief can access Paypal as there was no lock on the phone. How can we block it? Trying to login only sends codes to the phone that the thief now has. I can't find any help line numbers to call at 3am. Any suggestions?

What if my phone number has changed, or my device is lost or stolen?
If the phone linked to your account is no longer yours, make sure to log in to your PayPal account and change your phone through settings.
If your device is lost/stolen, you can still log in to your PayPal account by clicking ‘Log in with a Password Instead’ during checkout. Your account is still secure and cannot be accessed through One Time Passcode without entering your account’s email first. As extra precaution, you can also log in to your PayPal account and remove your phone temporarily from your PayPal account until it’s locked or found.
Can I still login with my password?
You may see the One Time Passcode as the primary option, but you can always choose to login with your password by clicking on Login with a Password Instead.

Maybe I'm doing something wrong but after I put in the password it says "authentication required" then it gives me the option to send code to phone (which the thief has) or to the app, which is on the phone.
