How do you escalate to a claim when "escalate to paypal" doesn't appear anywhere?

I opened a dispute after paying someone 8 euros for a service he did not provide. He refused to provide it afterwards in a long-winded chain of messages, which I've uploaded as evidence. He is now explicitly dodging me. The case will not be resolved amicably, and I'm seeing 0 options to contact PayPal directly from where I am, which is honestly infuriating. All I get is automated call centers and FAQs as if that's a replacement for a human representative. My anger aside, I'm now trying to escalate it to a claim and seeing tons of conflicting information online.
Inside my dispute, it says I may do so on or after September 1st. In other parts of the website, it says the dispute will be closed automatically after 20 days (shorter than the time I have to wait to escalate it to a claim). It's as if PayPal just doesn't wanna deal with these types of things.
How in the sweet god do I let this **** company know they have to step in and charge a refund, and perhaps contact local authorities in the seller's region to inform them of this case of theft?

If you opened a dispute for service not received then normally you get the escalate option as long as it is 7 days since you paid, then click on view > escalate.
Advice is voluntary.

Thank you both for posting.
I am sorry to see you have both experienced issues escalating a PayPal case.
As highlighted by @kernowlass, if the case was opened for Item Not Received, you should have the option to escalate this after 7 days.

You should also receive emails from PayPal regarding escalating your case. I would ask that you access your Resolution Center via the PayPal Website rather than the PayPal App.
If you are still unable to escalate your case, I would suggest getting in contact with our customer service team directly. To contact our customer service team, click 'Help' or 'Contact' at the bottom of any PayPal Webpage.
