Buyer protection and invoices when sending money to UKRAINE

Hello all,
I'm currently considering purchasing an art commission from someone who is in the Ukraine.
However, they have told me that sending payments to the Ukraine currently involves essentially making a donation ( which means no protection ) and that they are not able to create an invoice that I can pay. Is this indeed correct?
I'm not quite in the picture with the Russia / Ukraine situation regarding Paypal so I want to make sure.

Yes, Ukraine account can only receive friends and family payments and donations during the conflict. Both are not covered by purchase protection.
