Hi I have called PayPal to change my phone number and gain access to my account but I was asked the last 4 digits of the card on my account so I went through 4 or 5 cards from PayPal emails and none were right so I couldn't pass security she said and therefor couldn't gains access I have money in my account and it is imperative I regain access is there any other way of passing security I have a cess to my email I have GOV ID I could email etc

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
