ACCOUNT RESTRICTED, CARDS ON FILE OLD AND GONE, HELP VERIFYING AND LIFTING RESTRICTION.

My title says it all. I want to start selling on ebay and haven't opened my paypal account in years. Only to find out it's now restricted. Problem is the 2 cards they have on file are OLD and I no longer have them. What do I do now to prove that I'm me?

I have my new bank card, DL, SS, Birth cert, whatever. I've lived at same address for over 15yrs. My family lives with me, they can all verify who I am, and if in northern california I can show up in person. What's the process moving forward?
