i can sign into my account now but when I tried the sandbox version to see if upgraded the password i use wasn t accepted there. Why is that?

In the instructions no where does it say log in after you clicked to load the page does it?

Hello,

Production accounts and sandbox accounts use unique credentials, so if you change the password for your production account, it will only affect logging into your production account at "https://www.paypal.com" and your developer account at "https://developer.paypal.com".

Changing your sandbox account password will only affect your sandbox account, ie. logging into that sandbox account via "https://www.sandbox.paypal.com".
