I am testing PayPal BUY NOW and DONATE buttons on a website in the PayPal sandbox. Things were working for all transactions, but in recent tests, I've found that in then seller account, all transactions are being placed in an ON HOLD status in the buyer's account. This happens with the two buyer accounts that that I've been using in testing. Does anyone know why this is happening?
