I am in the process of testing my site. Transactions worked fine until yesterday. Now, when I submit a payment through the paypal sandbox account, I get the following error:
"Sorry, we can’t complete your purchase at this time"
I switched my site to use a default wordpress theme, to rule out problems there.
I created a new sandbox buyer account, so rule out problems with my initial test account.
The problem is still happening.
What is the procedure for tracking down the source of the error? What sorts of things tend to cause this error?

I would need to test the transaction flow to see what maybe causing the issue.
