keep getting"Something went wrong. The sandbox account could not be created. Please try again"

I keep getting "Something went wrong. The sandbox account could not be created. Please try again" message 

when i try to create Personal account that Country / Region is Japan which where i live.

No issues with creating Bussiness account but Personal account.

How can i resolve this.

it says,"Default personal and business accounts have been created for you."

but i only see business default account(and other bussiness account) on my list.

idk why i cannot confirm Default Personal account.
