ipn not being sent in sandbox, even though activated

 This is very frustrating. I have IPN set and it's not triggering. The log shows as below. Transactions are going through and IPN simulator works. If the ipn is set then I can only think this is a sandbox error. Am I missing anything like fully completing the business account or confirming email, which never arrived in my inbox. Help would be greatly appreciated.

Please share the email address for the sandbox account where you have setup IPN so I can review the recent activity on the account.
