Thank you for your post and welcome to the Community Forum.

I have just tried to reproduce the issue and could able to login to my sandbox - https://www.sandbox.paypal.com/mep/dashboard test account without any issues.

Please find the below screenshot of my test sandbox account. 

Can you please try now by clearing the web browser cache/cookies.
