enabling the AddressVerify NVP api on my sandbox account

i see a message that says "to enable please see customer support"

My company currently uses the AddressVerify for its B2B paypal integration. I need to port a new system to using the api. How do I enable my snadbox account for the API (or kickoff the process to have it enabled)?
