create a sftp user in sandbox?

I'd like to create a sftp user in sandbox for testing "case report"(dispute report)  download? But I don't have sFTP access on my account. How to enable sFTP access on my account.

The Merchant Id of my sandbox account is: JZYWDW7KBSGMN
and I want to generate case report (dispute report).
