code 403 when accessing https://api.sandbox.paypal.com/v1/payments/payouts?sync_mode=true

Before, i tried all the solutions given before none were worked. Even i tried to avoid the sync_mode But no methods are working.
Payout is enabled in my account too

Hello,
HTTP "403" means "Forbidden".
First, remove the "sync_mode" variable, it's not supported anymore.
Second, request and access token and check in the response that "payouts" shows as being an available scope for your application.
Third, if "payouts" shows as being an available scope, submit a new payout request and review the response received.
If you still receive an error, share the debug_id from the response so I can review it.
