cannot activate Connect with PayPal to sandbox app

Hello, I am developing for an online store and I wanted to add the functionality of Connect with PayPal.
I created a developer account in the past and now I created a new app.
When I add the tick mark on Connect with PayPal, providing a Return Url I got the message "Something went wrong saving the application. Try again."
How I can resolve this one?
My developer account is linked to my personal paypal account, do I need to create the app with the business owner paypal pro account?

Thank you for contacting the PayPal Sandbox Community.
If you have added the correct return url, terms and conditions url, and privacy url and you still cannot add Connect with PayPal to your sandbox app, you may want to consider upgrading to a Business Account.
Connect with PayPal for Sandbox will allow you to request any information that you would like. You have to ensure that you have the three valid URLs in the application.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
