A merchant processing through the API may encounter intermittent connectivity issues during this testing if they are not allowing access to ALL of the IPs listed here. PayPal recommends that merchants do not allow access only to the IPs currently returned by Domain Name Service (DNS). It is also recommended customers use the DNS results and honor the (short) Time To Live (TTL) values, to determine the IP addresses of our servers.

@Nabuya900 I'm unsure of your actual question, in that notice PayPal advises that in order to avoid connectivity issues that a developer needs to ensure that the merchants solution uses the DNS results and honor the (short) Time To Live (TTL) values, to determine the IP addresses of our servers.

 

The phrase "your account access is limited" wouldn't necessarily have to do with the connection to PayPal. Can you give more information?
