Why are my completed purchases showing up as "on hold" in woocommerce in sandbox mode?

What is going on? I did a perfect simulation of a transaction using my developer credentials, in a test environment but when I check "Orders" in wooommerce they are "on hold" and not "completed"
why?
How do you resolve this?
