Webhook Events Stuck on Pending

For several days my sandbox webhook events have gotten stuck on pending. The webhook simulator works but those that should be triggered by rest api calls do not ever fire off. Response data from cURL calls that correspond to these events looks normal. I did recently delete my old sandbox app and start using a new one and this problem seems to have started at the same time. Could deleting my old app and creating the new one be causing me problems. If so, how can I get this or a new app to work?

@blackbird33, were you able to sort what was happening? Please share your conclusions. I'm having the same trouble, I found a lot of questions related but no answers.
