Emails sent from the sandbox environment can be found within the "notifications" section of PayPal Developer. They will never be sent to an external email address.
I've confirmed the email address on your account and manually verified it.

Check the notifications section within your PayPal Developer account, all notifications for sandbox accounts are sent there - https://developer.paypal.com/developer/notifications/

Thank you for the reply. However, there are no email confirmation notifications in PayPal Developer. I have clicked the "confirm email" link many times in the Sandbox but there is no notification.
