I was testing my site (hosting with blesta) with sandbox dev tools, and whenever i try to put an order I get :
Dear John Doe,
To comply with government regulations, this transaction has been declined.
Seller:
Unfortunately, we are not able to complete this particular transaction. This decline is specific to this transaction and does not affect the use of your PayPal account. We apologize for any inconvenience this may cause.

I tried different combinations of products and accounts with no luck.
I used my account this week and bought 2 items on 2 different websites with no issue.
I don't want to go live while this issue still exists.
I see no way to contact support as if it meant to avoid any kind of customer support. so you guys are my only chance.
