When using the Payouts API, why are the Time Stamps Created / Completed completely inaccurate? I converted them from Military Time to Standard time to get some really strange times that don't make any sense. For example I just sent a payout and the time created converts to:
04:28:42 PM
It was originally
16:28: (I omitted the seconds because they are irrelevant to my problem)
By the way it was like 11:30ish AM when I sent that payout, also the time even on this forum says 8:36 AM lol, I'm so confused - what time time zone is the Payout API on?

Solved this issue by converting the time_created string field to a DateTime.Utc, then Parsed out the Time to fix the issue.
