The merchant's account is not able to process transactions.

I have created a sandbox account and upgraded it to "Business-Pro".   Still getting the error: The merchant's account is not able to process transactions.

Check the thread pinned to the top of this forum - This is a known issue with sandbox accounts upgraded to payments pro
