Does the PayPal sandbox environment provide any way to test the condition where an executed billing agreement's setup fee is declined? I need to test how to handle a user's subscription when they fail to make their initial payment, but it seems that this is only possible in production.

Hello,
If you have no funds in the account, the buyer won't be able to pay the setup fee.
