Hi,
we are getting the error TRANSACTION_REFUSED when trying to make a payment on our sandbox environment.
Most of the explanations for that error have something to do with refunding. We don't do any refunding in this situation. We actually just want to do a normal payment using the java SDKs com.paypal.api.payments.FuturePayment::create method.
Can you give us any hints on what we might do wrong?
The strange thing is that our tests of payments worked without any problems until two days ago and then started to fail without we made any changes on the payment implementation (at least non that we can directly relate to it...).
Edit:
The only explanation of the error not connected to refunds says "The merchant account has limitations or restrictions." What could that mean?
How can we find out whether the problem is with our implementation or with our sandbox-setup?
