I have two questions, why can't I see the plans and subscriptions in the management center that I created through "PostMan"?

And the second question:
How can I download a list of all subscriptions in postman?

You should see any subscriptions /plans which you have created within the account in the "manage subscriptions" section.

You can't. You can only list the details for a subscription (https://developer.paypal.com/docs/api/subscriptions/v1/#subscriptions_get) or list the transactions belonging to a subscription (https://developer.paypal.com/docs/api/subscriptions/v1/#subscriptions_transactions)
