I got the above error "Something went wrong. Try again. If you wish to report this error please include the following error id: 40f8fd803aa0b". I followed the advice of the administrator:

1. Create a new business sandbox account
2. Create a new REST application, choosing the new sandbox account to associate with the REST app and use a new, unique name for the application

But my problem is not fixed. Also every time I reload(https://developer.paypal.com/developer/dashboard/webhooks/sandbox/) the page the error id changes. Please help me, thanks.
