Seller using Sandbox.paypal.com, is it legitimate?

Hello,
I came across this website, upon which when i clicked pay with paypal button, it took me to the second link (that shows Sandbox.paypal.com). So please could anyone guide me, if it is a scam, or is the seller trying to scam me?

Hello,
The merchant appears to have their site setup in "test" mode at the moment, which sends payments to our "sandbox" test site.
Reach out to the merchant and query when their site will go live.
