Hello,
Thank you for posting to the PayPal Sandbox Community.
Usually when you see transactions in Sandbox listed as being on hold it means that the Payment Review option was turned on for the Sandbox Account. That means that all funds will go on hold and not show as being in the available balance.
Here are the steps for turning off Payment Review:
- Go to https://developer.paypal.com
- Click log into developer dashboard at the top right
- Log in using your PayPal Credentials
- Go to Accounts under Sandbox
- Click on the three dots under Manage Accounts next to your sandbox email
- Choose view edit account
- Click on Settings
- Turn off Payment Review and Negative Testing (it will auto save)
After you turn that off going forward none of your transactions will be on hold.
