Sandbox testing problem - track inventory by option not working

Hi, just tested a PayPal Button I've created in the sandbox for my webpage.

Set up a PayPal Button as shown below with price options and trackign of inventory by opion but when testing in the sandbox it is not blocking a purchase when insufficient items in stock.

Details of config below.

Any Ideas?

Customised the button to Add drop-down menu with price/option:

Added drop down options

Then set to Track Inventory By Option, added stock levels

Then set No, Don't let customers buy the item when sold out
