Sandbox order "CAPTURE" intent payment review

Hi,

Within the developer control panel I have the "Payment Review" option turned on for my sandbox merchant account however whenever I create an order (and complete payment) via the API it never puts the order under payment review, it puts the funds directly into my merchant account. 

If I attempt an order with payment intent "AUTHORIZE" then attempt to capture the funds at a later stage then it correctly puts the funds on hold as I would expect. Is this an issue with the sandbox API or am I misunderstanding now a payment intent of "CAPTURE" should work?

I'm having the same problem, turning the "payment review" option to "on" makes no difference when capturing the payment, the webhook notification always comes with "payment.capture.complete" and the funds are credited to the merchant account.

This is frustrating because I need the payment to be with status pending to test an implementation.

can you advise which APIs are you using? NVP/SOAP, v1/payments, v2/orders.
