Don't think so - the Sandbox is a different world from your live account. Also, if you setup the developer with access to your live account, depending on the permissions you assign, even if the developer can see your financial info, they could only see the last couple of digits as the rest are masked.

I will provide him the Sandbox and Client ID only. For this data, can he know full information about my account? and can he take money from my credit card connected with my Paypal account?
