While Ukraine accounts are fully supported in Live PayPal, you are correct that at this time there are no Ukraine Sandbox accounts available. Periodically we do make updates to the Sandbox Country Support.
You can still create a Sandbox Account, however, it will have to be for a different country. I can understand that this is frustrating since it will make it so you cannot simulate true payment processing for Ukraine Accounts in sandbox. You can visit the PayPal Page for Ukraine accounts for information on what is supported for Ukraine accounts.
