Sandbox - Not redirected to defined Error URL

using Website payments pro hosted tool; 

I have set an Error URL, so if an error occurs this should be redirected back to the site. 

But when I cause an error such as 'The amount being charged is invalid. ' this is not being re-directed.

Any ideas, as to why paypal is not re-directing to the Error URL
