Sandbox IPN doesn't notify listener

We've integrated PayPal using beta sdk for .net core. Payment process works nice, we are able to create payment and pay with test buyer account. But after payment...no IPN message is sent, also there is nothing in test shop-facilitator account's IPN history. The url for listener is correct(tested it with postman and IPN Simulator - works as expected). What are we missing? Why IPN isn't triggered after test-user payment? Also no money received at test shop-facilitator account, though payment was successful.

You have IPN configured in the receiver account, right? You've enabled it and added your URL, but you say when a transaction hits that account it's not showing anything at all in the IPN History?
Please double check all of your accounts. Sometimes people think they're sending transactions to one account when they're actually going to another.
