Sandbox - Does it have some limit amount per transaction

We are implementing PayPal for Mexico, using personal and business account set with MX. We noticed for certain amount we can not process the payment. Site is able to redirect to paypal, however when you login in paypal side the transaction fails and we get following msg: "Lo sentimos pero no podemos enviar su pago en este momento".
I'd ike to confirm whether Sandbox has some limit amount per transaction.

Hello,
Please provide more specifics on the transaction your attempting, such as the payer / receiver account email addresses, the amount your attempting to send when you experience the error and the currency code being used.
