SandBox PAYMENTS.PAYMENT.CREATED Status Pending

Hi,

have configure new SandBox with Merchant and Buyer (new mail create inside Area Account),

have try URL WebHooks with MOCK WebHooks Simulator and works, have add into "My APP" only 1 WebHook and it track all Events "on single URL"

after have insert Credential into my project CLIENT and SECRET and have try buy and use only 2 API

PAYPAL_API_SANDBOX + '/v1/payments/payment

PAYPAL_API_SANDBOX + '/v1/payments/payment/' + paymentID + '/execute

  during test i see on "Sandbox webhooks events" section, and i have see start 2 Webhooks Notification:

1. Payments payment created - status is PENDING
2. Payment sale completed - status is SUCCESS

On My Server Log i have received only the second WebHooks but don't have receveid the First ....

what is the problem or error into configuration??

How is it possible i have receveid the second and don't the first call ?

N.B: "payment review" are disabled on each accounts
