Reference transactions on my Sandbox?

PayPal claims that reference transactions are enabled by default for newer sandbox account, but this doesn;t seem to be the case. I created my sandbox account only a week or so ago, and when I make a NVP request I get:

L_ERRORCODE0=11452
L_SHORTMESSAGE0=Merchant not enabled for reference transactions

Could you please enable reference transaction for my merchant account ID:  JZ8F68EWSE4T6

Also, why are reference transactions disabled for sandbox account? Or is it just my account?

Hello,

I believe you have submitted a support ticket for this request and I answered it.

Reference transactions are now enabled on the account. I believe it wasn't enabled by default, as you created a custom account type and didn't add any financial information, so the account was created with a "unconfirmed" email address and a "unverified" status. I resolved both of those issues for you, but I believe this is the reason reference transactions were not enabled on the account.
