Payment creation error

Hello sir,

I have integrated paypal in android app and its working fine in sandbox mode but when i go to live (In  production  mode) I am unable to make payment.

I have accounts with  buyer account with india country and merchant  account with india country.

I am receiving error  the following the error.

is this related to bank account balance? because my account balance is zero every time i am  receiving this error.

please help me to solve out this issue.
