Pay upon invoice error on sandbox

Hi,

I am new to paypal and am trying to implement paypal plus on my website. So far I have implemented paying with paypal and credit card. Issue I am currently facing is implementing the option of "Pay upon invoice". 

I have PATCHed the payment before redirecting to paypal page and the account used is german.

It is also using sandbox environment.

When I fill in the form and click on "Agree and Continue", I am always getting the following error message.

• There’s a problem with some of your information. Please review and try again.

May I ask what values should be provided on this form? Any advice is greatly appreciated!
