Hello,
I tried to create a buyer test account. Germany, verified, no credit card, balance 1000 Euros. Password with numbers, symbols (like: != etc.) and letters. Email address on my domain (paypal-test-customer@...) After clicking on "create account" I get the following message:
No matter what I change, I am not able to create an account (I changed browsers, allowed everything). Besides, I have / had two accounts in my sandbox, but they had not been created by me, they seem to be created by paypal:
paypal-fascilitator@ ...my domain
The other one I deleted.

PS. I read the other threads, but they did not solve my problem or I simply overlooked a solution.

After you complete the account creation process and the error is shown "one or more sandbox accounts could not be created", is the sandbox account actually created ? Do you see if in your list of sandbox accounts ?

Hello,
unfortunately not. There is only 1 sandbox account (it also says: total records: 1) and it is the one that has been automatically created, without me initiating it, it was just there (paypal-faciliator@...).
