Not able to test payment in paypal sand box and getting error

Hi, 

I'm integrating Paypal and while doing testing using paypal buyer sandbox, payment is denied for Indian market. I'm getting following error when submitting payment.

"Your bank was not able to validate your card. Please select another way to pay."

In sandbox env., there should not be any bank validation or that must be pass. Is there anything I'm missing for sandbox configuration.

Please help. I need this to fix asap.
