No IPN Notification Received When Initiating a Refund from Sandbox

Hi,

 

I've logged into sandbox and initiated a refund request. However, I'm not getting back any IPN notification about the refund request. It's my understanding that requesting a refund should generate a notification that we can use to update our system. Is that right?
