Known Issue : Russian Sandbox Account Creation

We're aware of an issue which is currently impacting a users ability to create a business or personal Russian sandbox account.

The issue is currently being investigated and we hope to have it resolved as soon as possible.

This issue is now resolved and I've tested Russian account creation today and it's working as expected.
